These are vintage 1965 Mattel Thingmaker metal molds, specifically from the "Fighting Men" set (item #4481). Popular in the 1960s, these die-cast molds were used with a heating unit (the "Thingmaker" oven) to cast miniature plastic toy soldiers and military accessories from a liquid plastic called Plastigoop.
